CNET reports that four U.S. senators have sent a letter to Apple’s iPhone software head, Scott Forstall, asking the company to remove from the App Store applications that are designed to allow users to be alerted to checkpoints for sobriety testing.

U.S. Senators Harry Reid (D-Nev.), Charles E. Schumer (D-N.Y.), Frank Lautenberg (D-N.J.), and Tom Udall (D-N.M.) are named as senders in the letter, which is addressed to Apple’s senior vice president of iPhone software, Scott Forstall. No specific applications are named, but the letter highlights apps that “contain a database of DUI [driving under the influence] checkpoints updated in real-time” as well as one that sends out real-time alerts about the existence of these checkpoints.

“With more than 10,000 Americans dying in drunk-driving crashes every year, providing access to iPhone and iPad applications that alert users to DUI checkpoints is harmful to public safety,” the group wrote. “We know that your company shares our desire to end the scourge of drunk driving and we therefore would ask you to remove these applications from your store.”

The same letter was also sent to Google and Research in Motion to encourage those companies to remove similar apps from their application stores. Research in Motion has already agreed to remove applications offering data on DUI checkpoint locations.

While the letter itself does not specifically reference any iOS applications, a press release from Senator Schumer names Trapster and PhantomALERT as examples of free apps offering location information on such checkpoints.

In addition to real-time information on DUI checkpoints, many of the apps in question also offer information on speed traps, red light and speed cameras, accidents, and other traffic conditions, several of which have also been considered controversial, but the senators’ letter focuses specifically on the DUI checkpoint functionality.

With rumors suggesting that Apple may add near field communication (NFC) capabilities to the fifth-generation iPhone to enable mobile payments, observers have been looking for additional signs of the such an addition.

According to Phone Scoop, Deutsche Telekom today gave a presentation at Mobile World Congress in Barcelona outlining its adoption of NFC technology for mobile payments, and during the course of the presentation noted that it expects an NFC-enabled device from Apple to debut sometime this year.

Deutsche Telekom announced that it expects NFC phones in 2011 from Apple, Samsung in Q2, and RIM & LG in Q3. The company expects mobile payments replacing cash to be the most popular use for NFC technology, followed by mobile ticketing for services such as public transportation.

Engadget clarified with the report’s author that the mention of Apple was included on a slide in the presentation, although Apple was not included in a press release from Deutsche Telekom describing its mobile payments initiative among other topics associated with Mobile World Congress.

It is of course unknown whether Deutsche Telekom representatives were simply speculating based on the existing NFC-enabled iPhone rumors, or if they have additional information that may have been gleaned from testing with the new device.

iOS 4.3 to Debut on February 14th?

MacStories reports that it has heard from a “reliable source” that Apple is planning to release iOS 4.3 to the public on February 14th at its typical iOS software update time of 10:00 AM Pacific Time / 1:00 PM Eastern Time.

According to several reports surfaced earlier this week, Apple is targeting a release of the next major iOS update, version 4.3, in two weeks. We just got word from a reliable source that iOS 4.3 should be available on February 14th at 10 AM PST.

A growing list of rumors and speculation have suggested that the iOS 4.3 launch, and possibly an introduction of the next-generation iPad, could occur within the next two weeks. Among the pieces of evidence are AT&T rolling out support for personal hotspot service with modified data plans for tethering as of February 13th and free access to The Daily running out in the middle of that week. iOS 4.3 includes support for personal hotspot functionality and the in-app subscriptions that will be required for The Daily once the free access period ends.

Apple vice president Eddy Cue noted during the introduction of The Daily earlier this week that Apple will make an announcement soon about bringing in-app subscriptions to other publishers. It would obviously be appropriate to make such an announcement right around the time of the iOS 4.3 launch given that those capabilities are included in the update. But it is unclear whether Apple will hold a dedicated media event to show off the new in-app subscriptions (and possibly offer a preview of the second-generation iPad) or simply issue a press release coinciding with the software release.

Verizon today announced that yesterday’s launch of the iPhone was the fastest-selling debut in the carrier’s history, even with the premiere occurring the middle of the night and limited to existing Verizon customers.

“This was an exciting day,” said Dan Mead, president and chief executive officer for Verizon Wireless. “In just our first two hours, we had already sold more phones than any first day launch in our history. And, when you consider these initial orders were placed between the hours of 3 a.m. and 5 a.m., it is an incredible success story. The press release notes that Verizon halted pre-orders at 8:10 PM Eastern Time yesterday, just over 17 hours after they began. The carrier did not, however, indicate how many pre-orders were taken.

General availability for the Verizon iPhone begins on February 10th, with the device being available through Verizon, Apple, Best Buy, and select Wal-Mart stores. Apple will allow customers to place orders or make reservations one day ahead of that general availability date.

AT&T Lowers iPhone 3GS Price to $49

AT&T today announced that, effective tomorrow, it will lower the price of the 8 GB iPhone 3GS to $49 from the current $99 price point. The press release suggests that the pricing could also be available through Apple sales channels, although a footnote states that pricing is determined by Apple.

While Apple has expressed interest in near field communications (NFC), the short-range wireless technology used for such applications as “tap and go” credit and debit card payments and public transportation fare payments, the company has obviously yet to deploy the technology in its iPhone line.

But as picked up by Engadget, Japanese carrier Softbank is taking steps to bring limited NFC functionality to the iPhone in the form of NFC “seals” or stickers, satisfying the demands of customers in a country where NFC has seen strong adoption.

Japanese carrier Softbank has responded to complaints about the iPhone 4′s NFC deficit — the FeliCa payment system is pretty popular over in the land of sumo, sushi and sun-rising — by introducing a new “seal” for the back of Apple’s latest and greatest. It sticks on, covering almost the entire rear, but is apparently thin enough not to get in the way of using one of Apple’s own Bumpers alongside it.

According to the specifications detailed in the Softbank press release, the sticker is made of polyurethane, weighs 14 grams (0.5 ounces), and covers the entire back of the device with the exception of the camera area. Stickers for three different mobile payment services will be available beginning in February and will be priced at about $36.

As Engadget notes, the sticker doesn’t appear to interact with the iPhone in any way, simply acting as a traditional dumb NFC terminal, but will allow users of some of the most common mobile payments solutions in Japan to ensure that they have their payment methods as long as they have their iPhones in their pockets.
